Before you Begin

Ethics in publishing

In order to create a rigorous, realistic, fair and just academic exchange atmosphere, build up the academic credibility of the journal, and fulfill the social responsibility and mission of a scientific journal, JSEE resolutely resists the academic misconduct such as plagiarism, forgery, tampering, improper signature, and multiple submission of one paper.

Standards for the identification of academic misconduct

a. Submit the same article to this journal and other journals simultaneously;

b. The articles of the same author have been published in other journals and officially published conference proceedings and academic dissertations, or the electronic version has been published on the Internet;

c. It is the same as the main content of the published papers by the authors or others, but only makes some changes in form, lacks substantive research progress, and no new methods and results are found.

d. Fabricating or tampering with research results, survey data, experimental data, etc.;

e. Citing other people's arguments, data, results, etc., without listing the corresponding references, or there are false references;

f. Authors' attribution and ordering and author unit labeling are in dispute.

Measures to deal with academic misconduct

a. The Editorial Office will inform the authors of the papers that are ultimately deemed to be academic misconduct in a timely manner. If the authors have objections, they can submit a written application to the Editorial Office for review within one week after receiving the notice. If the paper is overdue, the Editorial Office will not accept it. The Editorial Office is responsible for inviting experts to review the paper, and will inform the author of the final result within 30 working days.

b. If the paper is finally determined to have academic misconduct, the Editorial Office will immediately terminate the processing process, as the rejection process. If the paper is accepted but not officially published, it will be disqualified for acceptance.

c. If the paper has been officially published, the Editorial Office will delete it from the annual catalog index, and notify the cooperative database to delete the online edition at the same time. If the reputation or other losses are caused to the journal, the Editorial Office will retain the right to continue to seek compensation.

d. We within two years will not accept any papers written by the first author who has seriously plagiarized, or contributed one manuscript to multiple publications.

Submission declaration

Submission of an article implies that the work described has not been published previously (except in the form of an abstract, or a published lecture , that it is not under consideration for publication elsewhere, that its publication is approved by all authors and tacitly or explicitly by the responsible authorities where the work was carried out, and that, if accepted, it will not be published elsewhere in the same form, in English or in any other language, including electronically without the written consent of the copyright-holder.

Peer review

This journal operates a double anonymized review process. All contributions are typically sent to a minimum of two independent expert reviewers to assess the scientific quality of the paper. The Editor is responsible for the final decision regarding acceptance or rejection of articles. The Editor's decision is final. Editors are not involved in decisions about papers which they have written themselves or have been written by family members or colleagues or which relate to products or services in which the editor has an interest. Any such submission is subject to all of the journal's usual procedures, with peer review handled independently of the relevant editor and their research groups.
